Here is a very important lecture by Abu Uwais Abdullah Ali (rahimahullah Ta'ala) which highlights some very important principles about when who should and shouldn't labelled a hizbee!
Sometimes we hear people using this term correctly and at other times we have heard people using this incorrectly.
When applied incorrectly it becomes a term of oppression for which that individual will be held accountable in front of Allah and as such, this is a term a needs to be understood.

Abu Hurairah (رضي الله عنه) narrated that the Prophet ﷺ said: "Whoever invites to guidance will be rewarded like those who follow him in the guidance are rewarded, and that will not decrease the reward of those who have followed him." [Collected by Imām Muslim]
