Is having an Iqama (Residence Permit) Considered Hijrah? - Shaykh Saleh al-Luhaydaan

At the end of class 14 of Aqeedatul Waasitiyyah
taught in Riyadh by Shaykh Saleh al-Luhaydaan im (rahimullah Ta'ala) to the westerners, one of the questions he was asked was the following:

"If someone left the land of disbelief and they migrated to Saudi Arabia and they got a residency permit (Iqama). Are they considered someone who has migrated?"

He (rahimullah Ta'ala) responded with the following which was translated by Abu Isma'eel Mustafa George (hafidhullah Ta'ala):
Abu Hurairah (رضي الله عنه) narrated that the Prophet ﷺ said: "Whoever invites to guidance will be rewarded like those who follow him in the guidance are rewarded, and that will not decrease the reward of those who have followed him." [Collected by Imām Muslim]
